What types of flag-polling allowed?
Student Visa >>> PGWP.
Student Visa or TRV >>> Spousal OWP.
Extension/Bridging of PGWP ------> Not Permitted.
অনলাইন এ আবেদন করলে ৯০দিনের মত লাগে। হাদিয়া ২৫৫CAD. কিন্তু আমি যে উপায়ে পাইলাম, সেই পথে হাদিয়া সেইম বাট টাইম লাগবে মাত্র ২০মিনিট! যদি কেউ ইচ্ছুক থাকেন তাহলে এই পদ্ধতি অবলম্বন করতে পারেন।

পদ্ধতি :
১. এই পদ্ধতি তাদের জন্য সুবিধাজনক যারা সহজে আম্রিকার ল্যান্ড বর্ডার এক্সেস করতে পারবেন। এয়ার পোর্ট দিয়ে সম্ভব কিনা জানা নেই। আমার ক্ষেত্রে মন্ট্রিয়াল থেকে ৪০মিনিট এর ড্রাইভিং ডিসটেন্স ছিল। জিপিএস লোকেশন : http://tinyurl.com/lacolle-border
২. যেসব ডকুমেন্টস লাগবে: ১. আন-অফিসিয়াল ট্রান্সক্রিপ্ট (ইউনিভার্সিটি থেকে সীল দিয়ে নেয়া জরুরি), ২. ডিগ্রী কমপ্লিশন লেটার (আমার ক্ষেত্রে রেজিট্রার অফিস থেকে নিছি, এই লেটারে অথবা অন্য যেকোনো ইউনিভার্সিটি ডকুমেন্টে ২ টা জিনিস অবস্যই লিখা থাকতে হবে - আপনার ডিগ্রী ডিউরেশন এবং ফুল টাইম কিনা। দরকার হইলে সাপোর্টিং ডকুমেন্ট সাথে রাখুন যেখানে এই ২টা তথ্য লিখা আছে। নইলে ভেজাল করবে, সেটা আপনি এভাবে করেন অথবা অনলাইন, যেভাবেই করেন) ৩. ভ্যালিড পাসপোর্ট (কানাডিয়ান ভিসা থাকাটা জরুরি), ৪. স্টাডি পার্মিট
৩. কানাডিয়ান ডিউটি ফ্রি থেকে কিছু নিলে (বিড়ি/ড্রিংকস) ধরা খাবার চান্স আছে, কারণ আপনি ২৪ঘন্টা অথবা তার বেশি সময় আম্রিকাতে থাকতেছেননা।
৪. আম্রিকা বর্ডার এ আপনাকে বলতে হবে যে আপনি ওয়ার্ক পার্মিট নিতে চান, আম্রিকা ঢুকার কোনো ইচ্ছা নেই। তাহলে তারা আপনাকে সেকেন্ডারী ইন্সপেকশন এ পাঠাবে, যেখানে আপনাকে কিছু বেসিক প্রশ্ন জিগেশ করা হবে, যেমন আপনি কেন আসছেন, কোই থাকেন, যে গাড়ি আনছেন সেটা আপনার কিনা ইত্যাদি...... কোনো রকমের মাস্তানি না দেখিয়ে ভদ্র ভাবে উত্তরগুলো দিলে আপনাকে রাস্তা দেখিয়ে দেবে কানাডিয়ান বর্ডারে যাবার। এইখানে আপনাকে একটা লেটার দেবে যেখানে লিখা থাকবে যে আপনি আম্রিকা ঢুকবেননা, এইটাকে 'এন্ট্রি উইথড্র লেটার ' বলে। এই লেটারটাই আপনার মূলত দরকার পরবে কানাডিয়ান বর্ডারে।
৫. আম্রিকা পার্ট শেষ। এইবার কানাডিয়ান বর্ডার পার্ট। কানাডিয়ান বর্ডার গেটে আসলে একজন অফিসার আবারো আপনাকে "ইত্যাদি" টাইপস এর প্রশ্ন জিগেস করবে, আপনাকে এইখানে ওই 'এন্ট্রি উইথড্র লেটার ' + পাসপোর্ট + স্টাডি পার্মিট টা দেখিয়ে বলতে হবে যে আপনি ওয়ার্ক পার্মিটের আবেদন করতে চান। আপনাকে জিগেশ করতে পারে যে কেন আপনি অনলাইনে না করে এইখানে আসলেন (আমাকে করেনি), উত্তরটা হবে: অনলাইনে করলে অনেক টাইম লাগে বাট আপনার পটেনশিয়াল জব অফার আছে তাই আপনি কুইক পাবার জন্য এইখানে আসছেন। অতপর অনন্য প্রশ্নের সদুত্তর প্রদান পূর্বক আপনাকে কানাডিয়ান ইমিগ্রেশন অফিস এর রাস্তা দেখায়া দিবে যেখানে মূলত আপনার কার্য সিদ্ধি হবে।
৬. ইমিগ্রেশন অফিসের সামনে ফ্রি পার্কিং আছে, গাড়ি পার্ক করে অফিসে ঢুকলে একজন ইমিগ্রেশন অফিসার আপনার কাছ থেকে ২নং স্টেপে বর্ণিত ৪টি ডকুমেন্ট চাইবে। আপনাকে ডকুমেন্ট গুলো দিয়ে বলতে হবে ওপেন ওয়ার্ক পার্মিট চান (২-১ জনের ক্ষেত্রে শুনছি, 'ওপেন ওয়ার্ক পার্মিট' কথাটা না বললে নাকি ১৫৫CAD নেয় এবং পরে আবারো ১০০CAD পে করে ঝামেলা পোহাইতে হয় সেটাকে 'ওপেন' বানাইতে)। আমার ক্ষেত্রে অফিসার নিজেই জিগেশ করে নিছে যে আমি ওপেন চাই কিনা। বি: দ্র: অবশ্যই অবশ্যই ওপেন ওয়ার্ক পার্মিট নিবেন, কারণ ঐটাই আপনার দরকার।
৭. এখন ওই অফিসার টা মোটামুটি ১০ মিনিট টাইম নিবে ডাটা এন্টি করার জন্য এবং পাশেই থাকা পেমেন্ট কাউন্টারে ২৫৫CAD পে করে আসতে বলবে, অনলি ডেবিট এবং ক্রেডিট কার্ড, নো ক্যাশ! পেমেন্ট শেষ হইলে আপনাকে কাউন্টার থেকে একটা রিসিট দেবে যেটা পূর্বের কাউন্টার এ ফেরত এসে প্রসেসিং অফিসারকে দেখাইলে আপনার ওপেন ওয়ার্ক পার্মিট প্রিন্ট করে দেবে! পার্মিটটা হবে ম্যাক্সিমাম ৩বছরের অথবা আপনার পাসপোর্ট এর মেয়াদ যতদিনের, যেমন আমার পাসপোর্ট এর মেয়াদ ছিল দের বছরের, আমাকে দিছে দের বছর, পরে আরো ২৫৫CAD পে করে আমি বাকি দের বছর অভেইল করতে পারব। সুতরাং, কারো যদি পাসপোর্ট নেক্সট ৩বছরের জন্য ভ্যালিড থাকে তাহলে এক চান্সেই মামলা খতম। পুরা প্রসেসটা ১৫-২০মিনিটের, যেটা অনলাইনে করলে ৯০দিনের মামলা!! এইখানে বলে রাখা ভালো যে, আপনি স্টাডি পার্মিটটার একটা স্ক্যান কপি নিজের কাছে রাখবেন যদি মনে করেন যে একটা স্মৃতি রাখতে চান, কারণ অনেককে স্টাডি পার্মিট আর ফেরত দেইনাই শুনছি, বাট আমি ফেরত পাইছি।
৮. কাজ শেষ !! আপনার এখন কানাডাতে অফিসিয়ালি স্টেটাস "কামলা", আপনি আর ছাত্র নয় !! বলে রাখা ভালো, প্রসেসিং অফিসার আপনাকে একটা ছোট কাগজ দেবে যেটা ওই পেমেন্ট কাউন্টারে আবার যেয়ে দেখাইলে আপনাকে গাড়ি নিয়ে বের হবার একটা গেট পাসকোড প্রিন্ট করে দেবে। গাড়ি নিয়ে গেটের কাছে যেয়ে ওই কাগজের কোডটা প্রেস করলেই গেট খুলে যাবে। চলে যান বাসায়, খুজা শুরু করুন চাকরি! ছাত্র জীবন শেষ করে আপনি কানাডা ফিরলেন কমলা হয়ে! অনেকে অবশ্য কোনো অজানা রিস্ক ফ্যাক্টর এর কথা চিন্তা করে অনলাইনেই করেন, এক্ষেত্রে বলা যেতে পারে যে "ইটস ইওর চয়েস".
আমার পরিচিত সবাই এই পদ্ধতিতে ওয়ার্ক পার্মিট নিয়ে দিব্বি কোনো ঝামেলা ছাড়াই চাকরী করে যাচ্ছেন। যাহা হউক, বেস্ট অফ লাক !

#Flagpole Experience (PGWP):
So, I did my flagpole yesterday. It did not go smoothly as it was supposed to be.
At first, I went to Prescott-Ogdensburg border, crossed the border, collected the entry refusal letter from US border authority, came back to Canadian immigration, the lady at the counter asked me to go into their office for flagpoling formalities and she handed me some additional papers stating that my entry is a flagpoling case. I went in and waited for an immigration officer. Then an officer showed up, I approached, handed him my passport/SP/US refusal letter etc. and told him that I came to flagpole for PGWP. Before I could take out my transcript and degree completion letter from my file, he said that I am ineligible for flagpoling. I asked him why and he said I can't do this because I am not from a visa exempt country. I was sure that he is not saying it right, so I asked him if he is sure as my friends did this before. At this point, he was being rude and insisted that from his 17 years of experience he is sure that I am ineligible. I could not do much there as he was behaving arrogantly and was super unhelpful. So I left his counter and tried to call CIC. But it made him angry for some reason and he was almost yelling to leave the office. I told him that I am trying to check with CIC that what is going wrong but he said it won't help and I should leave. So I decided to go to the next border which is Lansdowne (Thousand Islands Bridge) border.
There I did the same formalities with US authority again and came back to Canadian immigration and here I encountered another officer who seems like a new staff and never dealt a case like this before. So he was checking each and everything and at some point, he also got confused about my eligibility as I am not from a visa exempt country. Fortunately, this officer was not rude and rigid like the previous one and to make things clear he asked his co-worker who knew the rule well. His colleague convinced him that although I am from a visa required country, I have a valid visa and a valid study permit hence I can flagpole and apply for my PGWP at the border. They even brought a book of immigration law to check further and to resolve this dispute. At the end, I got my PGWP after all these hassles.
As both of the officers were confused at the same point so I did some research after coming back home and tried to find out what made them think that I might be ineligible for the flagpole.
According to Regulation 198 (1) of the Immigration and Refugee Protection Regulations only- 1) Residents of the US, Greenland and St. Pierre and Miquelon, 2) Residents of TRV-exempt countries whose jobs are Labour Market Opinion-exempt, 3) Residents of TRV-exempt countries who have received and are in possession of a positive Labour Market Opinion (LMO) may apply for a work permit when entering Canada. In that case we, Bangladeshi passport holders, are ineligible to apply for PGWP when entering Canada.
But the question is- are we really ineligible? The answer is no. Why? Because under Regulation 190 (3) (f) (i) and (ii) if we already have a Canadian work or study permit and are from a TRV-required country, we are also eligible to apply for a work permit at the port of entry (flagpole).
The link to the Immigration and Refugee Protection Regulations is given at the end of this post. So I would suggest bringing a printed copy of the above-mentioned sections if you are going to flagpole at a border who doesn't deal a lot of PGWP cases to save some unnecessary troubles there.
Experiences from Anik M. Rahman: I applied mine at the Champlain–St. Bernard de Lacolle Border Crossing and they knew before I even had to say that I was there for PGWP, this is not common in other locations, even though thousand island was 1 hour from my city, I drove 3 hours to go to the Montreal border.
That being said, flagpoling should not be pursued unless this is very urgent case and you need the work permit to hold onto the job that is being offered. This should be the last resort nevertheless.
Not all borders have the facility to flag-pole. Be sure to inquire about this before driving to a border.

Experiences from Shubhra Pramanik:I went to Rainbow Bridge Yesterday with my completion letter and transcript, Everything went well. Degree completion letter is enough. Hope this helps.
Experiences from Nayeem Hasan:1. 1. We went for extending work permit...they said at border, you can only apply for new work permit, they cannot extend.
2. About rush hour ---- We went border at 06:30 on Sunday. At USA border: It was quiet and we were the only one at the border during that time...there was one car in front of us and one or two car came during our processing time. Only one gate was opened. USA border people pretended to be rude but overall they are helpful and good. At Canada border: I didn't see anyone else apart from us during our stay. only one gate was open. Canada border was very friendly.
Experiences from A M Monjur Hassan: Alhamdulillah..... by the grace of almighty allah got full 3 years open work permit by flag-poling for my wife after surrendering her 1 month old study permit. The immigration officer was extremely helpful in Montreal Champlain Border. Thanks to the admins of this page for their valuable guidelines (Study Permit to Spousal OWP).
