For Admission:
Different Universities accept different English Language Proficiency Tests. This requirement varies from Department to Department. Please check the requirement from the Department/University/College where you will be applying.
Some institutes even waive IELTS requirement if you have a degree from certain Universities in Bangladesh. For Example: University of Alberta: https://www.ualberta.ca/admissions/international/admission/admission-requirements/language-requirements/elp-exemption.html
Some institutes also accept Medium of Instruction Certificate (MOE) if you have a degree from an institute where courses were taught in English.
For the Visa:
IRCC highly recommends language testing result to be submitted, however, language testing submission is NOT mandatory for the visa.

"Visa” depends on your overall profile and the documents that you submitted. We have seen students getting the visa with medium of instruction or no IELTS score but students also posted that they got rejected due to “language abilities”. Some people submitted IELTS score and visa officers pointed out individual lower scores as one of the causes of visa rejection. But we have never seen anyone got rejected just for IELTS score, but it is mentioned as one of many reasons.
The safe IELTS score is 6.0 in every band. Anything less than 6.0 is risky.
General IELTS is not accepted.
TOEFL and PTE Academic are also accepted by IRCC.
